I. In accordance with this notice, the temporary driver license applicants may, upon approval, apply for a Temporary Driver permit for reporting activities during the Beijing Olympic Games and the preparatory period, including the Olympic Games, the Paralympic Games, the “Good Luck Beijing” sports events, the Olympic Torch Relay and related cultural and official activities (collectively referred to hereafter as “Olympic Games and related activities”).

Ⅱ How to apply for a Temporary Driver License during the Beijing Olympic Games and the Preparatory Period?

1. Applicants for a Temporary Driving Permit shall be of an age that is consistent with the Chinese laws and regulations.

2. The applicants shall apply for Olympic Identity and Accreditation Card (OIAC) from BOCOG Accreditation Department. Before the period of time when media identity accreditation work for BOCOG Accreditation Department is neither officially launched nor the OIAC is yet to be issued, the applicants shall contact their BOCOG correspondent administrative department to accredit their media identities. Next, the applicants shall fill out the Application Form for a Temporary Driver Permit in Chinese and submit it to BOCOG Transportation Department, which locates at One-Stop Service Office for Media during the Beijing Olympic Games and the Preparatory Period. Those applicants who intend to drive temporarily importing motor vehicles shall fill out the Application Form for Temporarily Importing Motor Vehicles at the same time. (The Application Forms are available at One-Stop Service Office for Media and the official website of Beijing Olympic Games).The BOCOG Transportation Department shall then confirm the applicants’ requests, add an official seal on the Application Form and return it to the applicants.

3. After the BOCOG Transportation Department confirms the application requests and adds an official seal on the Application Form, the applicants shall bring the following certificates and documents to the Traffic Management Department, Beijing Municipal Public Security Bureau, Which locates at One-Stop Service Office for Media during the Beijing Olympic Games and the Preparatory Period:

(1). The Application Form for a Temporary Driver Permit confirmed by BOCOG with an official seal.（Original）

(2). An ID document for the applicants’ passports and visas or the applicants’ passports and Olympic Identity and Accreditation Card (OIAC) (Original and Photocopy)

(3). The motor vehicle Driver License issued by the competent authorities of his/her country or region(Original and Photocopy, invalid for International Driver’s License), and a Chinese translation if the original is not in Chinese(Original);

(4). Two recently taken color photos (2.5×3.6cm; bare-headed photos against a white background);

(5). The ID document of the entrusted person if you entrust someone else to apply for the Temporary Driver Permit for you. (Original and Photocopy)

4. If the application certificates and documents comply with the regulation, he/she can obtain his/her Temporary Driver Permit from Traffic Management Department, Beijing Municipal Public Security Bureau, Which locates at One-Stop Service Office for Media during the Beijing Olympic Games and the Preparatory Period after three (3) working days.

5. The type of motor vehicle that the holder of a Temporary Driver Permit can drive shall be consistent with the type of registered in his/her Foreign Driver License. If he/she has brought a motor vehicle into China, the type of the vehicle he/she can drive with the Temporary Driver Permit should be the same type as he/she brings in. If he/she is driving a motor vehicle rented in China or provided by the resident office or representatives office of his/her foreign accredited organization, the type of the motor vehicle must be a car or a car with automatic transmission.

6. The valid term of the Temporary Driver License for the accredited media should be no more than the approved period of stay on the entry ID certificate, up to a maximum of three (3) months.

If an extension is needed, the applicants shall fill in and submit the “Application Form for Temporary Driver Permit” to BOCOG Transport at One-Stop Service Office for Media during the Beijing Olympic Games and the Preparatory Period before the expiry of the Temporary License Plate and Driving Permit. After confirming that the application complies with the Regulations, BOCOG Transport will write affirmative comments on the Application Form for the Temporarily Importing Motor Vehicles, add an official seal and send it back to the applicants. However, the extended valid term shall not extend later than March 31, 2009.

Ⅲ. The driver shall carry with his/her Temporary Driver Permit as well as the Driver’s License issued by the competent authorities of his/her own country or region, and its Chinese translation while driving.
