The SEEE was established in 1958 originally as the Department of Electric Engineering, and after three majors of Harbin Industrial University being merged into the college together in 1961, the foundation of running the college was consolidated. The SEEE was established in July 2006, after the experiencing of removal, adjustment and developing of the merger.
The headquarter department of the college is at Beijing, and the subsection of the college in Baoding is divided into the Department of Electric Engineering and the Department of Electronic and Communication Engineering. The School has state-level key discipline in power system and its automation, and province-level key disciplines in the major of electricians theory and new technologies and high-voltage insulation technology.
The total number of faculty and staff members is 95; among them, one academician of Chinese Academy engineering member, one winner of the state science fund of youth, one lecture professor of Changjiang scholar, two members of state Scheme of hundreds and thousands talents, two members of the new century talents of the ministry of education; and there are 22 tutors of Ph.D. candidates, 62 professors, and 81 associate professors; 90.1％of them have received doctors degree or masters degree. It has developed a contingent academician of Chinese engineering member and the tutors of Ph.D. candidates’ work as the academic leaders while the young and middle-aged teachers work as the enormous asset of the ranks of teachers with professional ethic and high-level teaching and researching.
The school is active in developing international education exchange and cooperation through the international exchange of post-graduate students, visiting scholars and scientific research cooperation with universities and organizations in more than 30 foreign countries and regions including USA, Japan, UK, France, Germany, Australia, Canada, Russia, Hong Kong and many others.

Enrollment of Requirements
Foreigners who are over the age of 18, in good health condition, of good virtue, and willing to abide by the law of Chinese Government and by the regulations of BFU, with respect to Chinese culture can apply for the institute. Meantime they should prepare the examinations.
