There are 4 kinds of Visa in China for international students who plan to study here, that is, Visa-free (15 days), L Visa (tourist visa), F Visa (business visa), and X Visa (student visa).
Among them, only X Visa can apply to Resident Permit. If you take L Visa or F Visa and want to apply to X Visa, you have to handle the formality of changing visa, meanwhile, apply for Resident Permit.
Resident Permit has the function as the license of Entry and Exit China in the validity duration, but F visa doesn't have this kind of function.
Visa affairs for coming to China
International students should hold regular passports and X visas or F visas to register in HEU. Those on six-month or above study programs in China can apply for X visas to Chinese visa issuing organizations in foreign countries, by the visa application form for foreigners to study in China (JW202 form), the admission notice of HEU, and medical examination records for foreigners; those on less than six-month programs in China can apply for F visas to Chinese visa issuing organizations in foreign countries, by the visa application form for foreigners to study in China (JW202 form) and the admission notice of HEU; those on short-term group programs in China can apply for F visas for groups, by invitation letters from HEU.
The family members of international students in China can apply for visas by invitation letters from HEU. International students must go through inspection procedures for health examination records for foreigners at Chinese health quarantine departments within the due time, upon arrival. Those who fail to provide health examination records for foreigners must take health checkups at Harbin Health Examination of Entry and Exit Hospital. Those who are found contracted with diseases that Chinese laws and regulations don't allow to enter with should leave China at once for their own country, and bear all expenses for the home journey by themselves.

Extending Resident Permit
Case 5: If the validity duration of your resident permit is almost ending, you should prepare:

Case 6: If you have already taken the resident permit in other cities or other intuitions, and want to study in our university, you should prepare:

Relating fee of handling visa will be different from countries, according to the regulations of fees required by Entry and Exit Administration Office, Harbin Security Bureau.
You should apply to handle the formalities to Foreign Affairs Office, HEU 3 weeks at least before deadline of validity time. If the validity time is overdue, you will be fined and by law be required to pay RMB 500yuan for each day over the due date, and the total fine is 5000yuan RMB.
